o The ironically titled "Law for the Reduction of Poverty" could actually increase poverty
o The greatest beneficiaries will be the wealthy few now monopolizing national forests
o Land given to the poor will be limited, but land given to large landowners or companies will not
o The public is being distracted by the titles offered to the urban poor in marginal neighborhoods
o Combining rural and urban land titling in one bill confuses the issue
