Vice President of Congress promises to support Public Social Registry Law

The Vice President of Congress, Ramón Velásquez Nazar recently was handed a proposal for the Social Public Registry Law by the leaders of the coalition of community councils in the capital city, known as CODEPASC.

This law, if approved, would resolve the land tenancy problem regarding municipal lands in the largest cities of Honduras, and guarantee the recognition of property rights in urban areas that have not been accepted in the Property Registry because of lawsuits between individuals and the municipalities.

In the meeting, the president of CODEPASC (also president of the community council of the Flor del Campo), Tomás Reyes, explained some of the advantages of the proposed law. He also spoke of the current situation of thousands of families that have not been able to register the properties despite having made all the payments for their lots to the municipality.

The law, which would create a Public Social Registry as a branch of the Department of Government and Justice, was well- received by the congressman, who promised to personally deliver the document to the president of Congress, Porfirio Lobo Sosa, and to begin the process of socialization so that it will be discussed and approved quickly in the Legislative branch.

"From what I have been able to understand, this law would not just resolve the problem in Tegucigalpa, but also in other areas of the countries, for which it already has my support, " expressed Velásquez Nazar to the members of CODEPASC.
The community members explained to the congressmen, who is from the Christian Democratic Party, that the idea is to finance the Central Registry by including its budget in the Department of Government and Justice and the Registries of Municipalities , generating its own funds with income from the legalization of lots and municipal real estate taxes.
The Vice president of Congress assured them that the he would push the discussion of the proposed law in an informal discussion that will take place in the first few days of March, with the idea of unifying criteria and creating a favoring environment for the approval. Nazar valued the confidence shown in him for the presentation of the law before the Legislative Branch and expressed that he would contact other representatives of the other four political parties of Congress.
The law promoted by CODEPASC and the Association for a More Just Society, with the backing of Revistazo.com, will be presented also to the United Democratic Party and the Association of Municipalities of Honduras. They are also waiting to meet with mayor of Tegucigalpa, Miguel Pastor, to present the proposed law as an alternative solution to the land tenancy problem.
The problem of unregistered properties influences both society and the economy since in Honduras more than 50, 000 families live in fear of being evicted from their property. Unregistered property is estimated at a value of 12.9 billion dollars, and is considered "dead capital".
