You Tegucigalpa, Central District, January 27, 2003 Esteemed Mayor, We express our most sincere appreciation to you for assuring us in writing and in public, on page 32 of La Tribuna on January 23, that THERE WILL BE NO NEGOTIATIONS over the municipal lands being dispute in court by the city and the lawyer Oscar Siri Zúñiga. We take you at your work and trust that you will faithfully fulfill your promise. In regards to the investigations and publications made by REVISTAZO.COM, we have to express to you and to the public that we are very pleased that this on-line magazine has finally completed a well documented legal and journalistic investigation of the municipal lands. We assure you that this internet site published the truth and it would be impossible to deny that the necessary proof is presented in the very same web page and in the taped interviews with city officials. In regards to the city's treatment of the lawsuits, we regrettably must reiterate that the city's history of negligence is undeniable, as demonstrated by the legal files from the cases treating this issue (for example: Case 2093, Civil III, no city representative present; 3901 Civil I, failure to answer the suit; 3612, Civil II, no action since 1994). We recognize that this is not wholly the responsibility of the current city administration. However, the Legal Cabinet of the Central District is very involved with the courts and their lawyers should know what cases are being tried and should demonstrate some professional efficiency, to state the obvious. We beg you to ask better performance from this important professional team. Now we are only waiting for the meeting we requested with you to present our proposal for a solution to the problem of tenancy on municipal lands in the capital. We would like to discuss the proposed Public Social Registry law, which is similar to laws in other Latin American countries. The law was prepared by eminent Honduran lawyers and demonstrates CODEPASC's proactive approach. We close expressing our deep respect. Sincerely,
